Em julho do ano passado, sob protesto dos servidores, a ALE aprovou, por 14 votos a 7, o Projeto de Lei 84/2019 enviado pelo governo de Wilson Lima, o chamado “pacote de maldades”, que congelou o salário do servidor.
O governador do Amazonas, Wilson Lima (PSC) aproveitou a `carta branca` que ganhou da Assembleia Legislativa do Estado (ALE) com a aprovação da Lei Delegada nº 123 de 31 de outubro de 2019 e aumentou em até 225% vencimentos de funcionários nomeados por ele para cargos no alto escalão do governo. De acordo com levantamento ao qual o 18horas teve acesso, a decisão do governador aumento em mais de R$ 1,8 milhão a folha do Estado.
A Lei Delegada nº 123 de 31 de outubro de 2019, em seu Artigo 65, diz que “a composição da remuneração dos Secretários de Estado, fixada na Lei nº 4.741, de 27 de dezembro de 2018, será calculada na forma estabelecida na Lei Delegada nº 01, de 19 de dezembro de 2003, respeitados os valores atuais e a proporção entre o vencimento e a representação, de quinze e oitenta e cinco por cento, respectivamente”. A referência à Lei Delegada nº 01, de 19 de dezembro de 2003 permitiu ao governo mexer nas remunerações dos Secretários Executivos, incluídos os destinados à Casa Civil e à Vice-Governadoria, os secretários executivos, executivos adjuntos, diretores de autarquias e fundações e titulares de outros cargos de confiança”.

O governador alegou que as contas do Governo estavam negativas e que “sacrifícios eram necessários até que a situação seja estabilizada” para não ultrapassar os limites da Lei de Responsabilidade Fiscal.
Os reajustes para secretários executivos adjuntos, os diretores foram feitos na virada de outubro para novembro e a lista inclui pelo menos 140 nomes.
Em 2019 , o governo do Amazonas bateu o recorde histórico de arrecadação: R$ 21,9 bilhões, ou R$ 4,02 bilhões a mais, na comparação com 2018, de acordo com o Portal da Transparência do Estado. Mesmo assim, não revogou o congelamento de salários dos outros funcionários públicos, do “pacote de maldades”. Ainda em julho do ano passado, Wilson Lima anunciou medidas de austeridade com promessa de economizar, “no mínimo, R$ 50 milhões ao mês, alcançando ao menos R$ 600 milhões em um ano”.
Governador
Em 2018, a ALE já havia aprovado um aumento de salário para o governador, o vice e os secretários, a partir de 2019. Os salários do governador e do vice passaram de R$ 15 mil e R$ 13,5 mil, respectivamente para R$ 28 mil e R$ 26 mil. Os secretários passaram a receber R$ 23 mil. Os deputados também aprovaram reajuste dos próprios salários em 16,38%, o dos conselheiros e auditores do Tribunal de Contas do Estado (TCE) e dos membros do Ministério Público do Amazonas (MP-AM).
Menos de um ano antes, em abril de 2018, o então governador Amazonino Mendes tentou aumentar os salário dos secretários estaduais concedendo um abono de R$ 14 mil por meio do Decreto n° 38.853, de 9 de abril de 2018. Não conseguiu. Na ocasião, os deputados estaduais alegaram a inconstitucionalidade da norma e Amazonino revogou o decreto.
Wilson Lima recebeu, em 2019, mais de R$ 223.476,66 em diárias, em 29 viagens registradas no Portal de Transparência, uma média de R$ 22,3 mil por mês, em dez meses. No total, foram aproximadamente 100 dias em viagens oficiais, relatadas como “a Serviço do Governo do Estado”.
