Após sucessivos adiamentos, começa a valer a partir do dia 31 de janeiro a obrigatoriedade de uso da placa do Mercosul em todos os estados do país. O prazo atende ao estipulado na Resolução nº 780/2019 do Conselho Nacional de Trânsito (Contran), de julho do ano passado, que determina que as unidades federativas do país devem utilizar o novo padrão de Placas de Identificação Veicular (PIV).
Desde a decisão pela adoção da placa do Mercosul, a implantação do registro foi adiada seis vezes. A adoção do sistema de placas do Mercosul foi anunciada em 2014 e, inicialmente, deveria ter entrado em vigor em janeiro de 2016. Em razão de disputas judiciais a implantação foi adiada para 2017 e depois, adiada mais uma vez para que os órgãos estaduais de trânsito pudessem se adaptar ao novo modelo e credenciar as fabricantes das placas.
As novas placas já são utilizadas na Argentina e no Uruguai. A previsão é que em breve comecem a valer também no Paraguai e na Venezuela.
Dos 26 Estados brasileiros, já aderiram à nova PIV Amazonas, Bahia, Espírito Santo, Paraíba, Piauí, Paraná, Rio de Janeiro, Rio Grande do Norte, Rio Grande do Sul e Rondônia.
Nova placa
A nova placa será obrigatória apenas nos casos de primeiro emplacamento e, para quem tiver a placa antiga, no caso de mudança de município ou unidade federativa; roubo, furto, dano ou extravio da placa, e nos casos em que haja necessidade de instalação da segunda placa traseira.
A nova placa apresenta o padrão com 4 letras e 3 números, o inverso do modelo atualmente adotado no país com 3 letras e 4 números. Também muda a cor de fundo que passará a ser totalmente branca. A mudança também vai ocorrer na cor da fonte para diferenciar o tipo de veículo: preta para veículos de passeio, vermelha para veículos comerciais, azul para carros oficiais, verde para veículos em teste, dourado para os automóveis diplomáticos e prateado para os veículos de colecionadores.
Todas as placas deverão ter ainda um código de barras dinâmico do tipo Quick Response Code (QR Code) contendo números de série e acesso às informações do banco de dados do fabricante e estampador da placa. O objetivo é controlar a produção, logística, estampagem e instalação das placas nos respectivos veículos, além da verificação de autenticidade.
