O projeto básico do governo do Amazonas para o registro de preços de contratação de empresa que vai fornecer o serviços de administração, gerenciamento, emissão e fornecimento dos cartões eletrônicos para o auxílio-alimentação mostra que uma minoria de funcionários, de poucos órgãos públicos, vai receber mais do que a maioria que trabalha nas áreas de saúde, educação e segurança pública,
O projeto básico publicado pelo governo do Estado no site do Centro de Serviços Compartilhados (CSC), a antiga Comissão de Licitação (CGL), prevê pagamento do auxílio para 66.131 funcionários, sendo que 308 do Departamento de Trânsito (Detram) vão receber R$ 1 mil, 207 do Instituto de Proteção Ambiental (Ipaam) vão recebe R$ 800, 79 da Junta Comercial (Jucea) vão receber R$ 700 e 239 da Procuradoria Geral do Estado (PGE) vão receber R$ 650. São 1.833 funcionários, que representante 2,77% do total ou cerca de R$ 684 mil por mês.
A maioria dos funcionários da Saúde, Educação e Segurança Pública vai receber de R$ 500 a R$ 600 por mês.
De acordo com o projeto, a previsão é de que 53.230 servidores do Poder Executivo vão receber R$ 500 e 12.060 vão receber R$ 600 de auxílio-alimentação. Os 66.131 funcionários do Estado devem receber, junto , R$ 34.539.250,00 por e R$ 414.471.000,00 por ano, que é o total do contrato a ser feito com a operadora de cartão que vencer o certame.
O registro de preços é “para eventual contratação de empresa especializada na prestação de serviços de administração, gerenciamento, emissão e fornecimento de documentos de legitimação – “auxílio-alimentação – Ticket Alimentação” na forma de cartão eletrônico com “chip” de segurança que possibilitem a aquisição de gêneros alimentícios através de rede de estabelecimentos credenciados”.
Os sindicatos de servidores públicos da Educação já se manifestaram contra o pagamento via cartões eletrônicos e defendem o pagamento em dinheiro, principalmente porque, na maioria dos municípios do interior, quase não há estabelecimentos comerciais que os aceitem. O governo argumenta que o auxílio alimentação não pode ser pago em dinheiro, pois o o valor integrará a base de cálculo das contribuições previdenciárias dos órgãos e entidades públicas dos servidores. E que já determinou que órgãos que vêm fornecendo a alimentação em pecúnia aos seus servidores, substituam o pagamento por tickets magnéticos.
