O Ministério Público Federal no Amazonas (MPF) instaurou inquérito civil para investigar alteração da posição dos pacientes na lista de espera do Hospital Universitário Getúlio Vargas (HUGV), hospital-escola da Universidade Federal do Amazonas (Ufam), em Manaus. A Portaria de instauração do inquérito foi publicada nesta terça-feira, no Diário Oficial do MPF, assinada pelo procurador da República Carlos Roberto Diogo Garcia.
A Portaria Nº 6, de 13 de Fevereiro de 2020, considera que o Procedimento Preparatório Nº 1.13.000.0001595/2019-25 foi instaurado para apurar suposta irregularidade quanto a alteração da posição dos pacientes na lista de espera do HUGV, para realização de procedimento cirúrgico e que foi verificado possível ato de improbidade administrativa por parte dos gestores. E determina Determino a instauração de inquérito civil, pelo prazo de 1 ano, com o seguinte objeto de “apurar suposta irregularidade quanto a alteração da posição dos pacientes na lista de espera para realização de procedimento cirúrgico”.
Administrado em parceria com a Empresa Brasileira de Serviços Hospitalares (Ebserh), o HUGV se sobressai há mais de cinco décadas como referência tanto no atendimento de média e alta complexidade em toda a Amazônia Ocidental quanto na formação de profissionais de saúde de graduação e pós-graduação e desenvolvimento de pesquisas científicas. O seu atendimento é 100% via Sistema Único de Saúde (SUS) e a marcação de procedimentos, consultas e exames é feita exclusivamente via Sisreg (Sistema criado pelo Ministério da Saúde que gere o complexo regulatório), sendo os agendamentos definidos de acordo com diretrizes como urgência e número de vagas na rede.
O HUGV somente deve receber pacientes encaminhados de unidades de saúde de toda a rede via Sisreg, não sendo necessário ou possível que pacientes que venham diretamente ao HU, cabendo sua inserção no sistema à unidade de saúde onde foi realizado o atendimento inicial.
As listas de espera por cirúrgicas, consultas, exames e demais procedimentos do Sistema Único de Saúde, devem ser públicas, proporcionando o acesso à informação à população e dificultando a prática de atos de corrupção consistentes na alteração na ordem de atendimento por motivos que não sejam critérios clínicos. Em janeiro de 2019, a fila de espera por cirurgias e exames específicos na rede de saúde no Amazonas chegava a 98 mil pessoas.
A Lei 5.078 de 7 de janeiro de 2020 , do Amazonas, dispõe sobre a transparência da ordem cronológica na fila do Sistema de Regulação (Sisreg) em relação à marcação de exames e consultas no Estado. Decretada pela Assembleia Legislativa, a Lei diz que “a Secretaria Estadual de Saúde (Susam) publicará em seu portal, apara acesso irrestrito, a lista de espera de pacientes de exames, consultas e cirurgias, separadas por especialidades médicas, na rede pública do Estado”. A lista ainda não é publicada.
